Job Summary
AECOM has an opportunity for a Logistics Mission Support Analyst to provide research, planning and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) at Camp H.M. Smith, Hawaii.

This is a contingent position.

The Logistics Mission Support Analyst will support the J4 Deployment and Distribution Operations Center (DDOC) with analysis of deployment and distribution policies, plans, and procedures in order to synchronize inter and intra-theater supply, transportation and personnel movements. This subject matter expert will provide recommendations for operational and strategic mobility to the USINDOPACOM J4 Director and USINDOPACOM Executive Staff as they relate to current operations, contingency operations, Theater Security Cooperation (TSC) and deliberate operations plans (OPLANS).

Essential Responsibilities:
  1. Support the synchronization of USINDOPACOM requirements with the entire spectrum of global mobility resources and capabilities which requires the candidate to have experience working with U.S. Transportation Command and all three subordinate transportation commands, as well as Air Mobility Command (AMC), PACFLT, PACAF, USARPAC and MARFORPAC. 
  2. Provide analysis of theater air, sea, and surface transportation movements to optimize and expedite movements of personnel and resources while identifying gaps in coverage and developing solutions to meet requirements.
  3. Provide unique insights to strategic mobility operations; Component resources, processes and information systems; airlift availability capacity and movement requirements; Global Force Management (GFM) force flow requirements: as well as Pacific theater plans and exercises.
  4. Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. 
  5. Assist with short timeline responses to specific questions pertaining to PACOM theater resources; research and analyze various pertinent national security policies, military capabilities, and vulnerability assessments; and provide qualitative data to support recommendations.
 Perform all other position related duties as assigned or requested.

Minimum Requirements
  • Must have a Bachelor's degree.
  • A minimum of ten (10) years of experience supporting the DoD, including:
    • At least five (5) years of experience in logistics operations, preferably as a strategic mobility officer.
  • Knowledge of Joint Campaign, Contingency, and crisis Action Planning procedures.
  • Familiarity with strategic and campaign plan documents from National Command Authority through Combatant Command and Joint Task Force level. They should be well versed in joint doctrine.
  • Familiarity with aircraft status reports, personnel inbound/outbound/transload reports, cargo inbound/outbound/transload reports, NEO movement status reports, and sealift status reports.
  • Familiarity with JOPES, GFM and DMT.
  • Ability to communicate effectively verbally and in writing in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
  • Experience providing regularly scheduled project plans and status reports.
  • Demonstrated skill in using integrated software (e.g., MS Office suite and Sharepoint).
  • Must be a U.S. citizen.
  • Must have an active Secret clearance, including the ability to obtain a Top Secret/SCI clearance.
  • This position may require non-standard work hours to support surge and crisis operations.

Preferred Qualifications
  • Previous experience working TS/SCI level projects desired.
  • At least three (3) years’ experience working in USINDOPACOM specific topics.
