Job Summary
AECOM has an opportunity for a highly qualified North and Northeast Asia Crisis Action Analyst to provide research, planning and analysis support to U.S. Pacific Command (USPACOM) in Camp H.M. Smith, Hawaii.

This is a contingent position.

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USPACOM Area of Operations; Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and the ability to respond to contingencies and crisis in theater with little to no notice.

The North and Northeast Asia Crisis Action Analyst will support the PACOM Operations Directorate with comprehensive and integrated analysis of plans, concepts, capabilities and threats in order to provide informed and accurate recommendations for joint fires integration in a dynamic and time-sensitive environment.

Essential Responsibilities:
  1. Provide both long term assessments and short term analysis of developing and real-time events that may shape Operations, Action and Activities (OAAs) in support of USPACOM goals and objectives.
  2. Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve targeting and employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.
  3. Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USPACOM senior leader consumption. 
  4. Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.
  5. Review, assess, compile and coordinate documentation for requirements at the Geographical Combatant Command level; preparing USPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD). 
  6. Provide functional area and subject matter expertise in North and Northeast Asia as related to the development of all PACOM related Concept/Operational Planning and related Planning Orders, Alert Orders, Execute Orders, Concept of Operations target development, and must be capable of enabling the Military Decision Making Process (MDMP), Mission Analysis Joint Working Groups, and the Joint Effects Validation Board (JEVB).

Minimum Requirements
  • Must have a Bachelor's degree.
  • Minimum of ten (10) years of experience supporting the DoD, including:
    • Five (5) years experience in military operations
    • Three (3) years experience working in military plans
    • Five (5) years experience in North and Northeast Asia
    • Three (3) years experience on a senior military staff office (Service HQ, Combatant Command, OSD, JS)
    • Three (3) years experience in joint fires integration.
  • Experience in operational and/or strategic levels of DoD planning and/or execution.
  • Possess theater knowledge and advanced joint planning skills to include:
    • Knowledge of the planning continuum to include the Joint Operation Planning and Execution System (JOPES), Joint Operational Planning Process (JOPP), Joint Operating Concepts (JOC), and Joint Capabilities Areas (JCA).
    • Detailed knowledge of USPACOM policy and strategy and a thorough understanding of joint fires integration including linkages to parallel national interests and component command operations.
    • In-depth knowledge of U.S. national plans and policy (National Security Strategy (NSS), National Military Strategy (NMS), Unified Command Plan (UCP), Guidance for Employment of the Force (GEF), and Joint Strategic Capabilities Plan (JSCP).
    • Thorough understanding of the Military Decision Making Process (MDMP) to include mission analysis, course of action development, analysis, comparison, recommendation and approval.
  • Experience conducting research on a range of topics and functional areas.
  • Effective verbal and written communications skills in order to provide information, articles, written reports, and presentations to include delivering executive summaries to flag and general officers (FO/GO) and Senior Executive Service (SES) level officials.
  • Proficient at Microsoft Office applications (Word, Excel, Powerpoint).
  • Must be a U.S. citizen.
  • Must have an active Top Secret clearance with SCI eligibility.
    • May also require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.


Preferred Qualifications
  • Master's Degree from an accredited college or university or Graduation from a military command and staff college.
  • 10 or more years of experience in military operations.
  • Five (5) years or more experience working in the PACOM AOR.
