Job Summary
AECOM has an opportunity for a highly qualified Operations Crisis Action Analyst to provide research, planning and analysis support to U.S. Indo-Pacific Command (USINDOPACOM) in the area of theater operations and targeting. This position is located in Camp H.M. Smith, HI.

USPACOM maintains a Theater Campaign Plan (TCP) to shape the environment in the USINDOPACOM Area of Operations; Concept Plans (CONPLANs) and Operational Plans (OPLANS) to counter known threats; and the ability to respond to contingencies and crisis in theater with little to no notice.

The Operations Crisis Action Analyst will support the USINDOPACOM Operations Directorate with comprehensive and integrated analysis of plans, concepts, capabilities and threats in order to provide informed and accurate recommendations for joint fires integration in a dynamic and time-sensitive environment.
Essential Responsibilities:
  1. Lead and support discreet initiatives/project planning as required related to crisis action, Foreign Humanitarian Assistance (FHA), Non-Combatant Evacuation Operations (NEO), US Embassy Reinforcement, Counter-Terrorism, and Countering Weapons of Mass Destruction. 
  2. Provide analysis on the numerous countries that are within the USINDOPACOM AOR to include North, South and Southeast Asia.
  3. Provide both long term assessments and short term analysis of developing and real-time events that may shape Operations, Action and Activities (OAAs) in support of USINDOPACOM goals and objectives.
  4. Conduct research, both unclassified and classified, on various topics supporting ongoing and emerging operational scenarios which involve targeting and employment of capabilities resident in component inventories as well as identifying gaps in capabilities that can be addressed by new technology, capabilities, processes and procedures.
  5. Provide assistance to senior-level strategic planning and briefings, including preparing formal papers and background information for USINDOPACOM senior leader consumption.
  6. Provide assistance on short timeline responses to specific questions pertaining to policy and operational plans; analyze subject plans and concepts for areas of concern; research and analyze various pertinent national security policies, military strategies, vulnerability assessments, threat and intelligence assessments; and inform planning efforts and new concept development.
  7. Review, assess, compile and coordinate documentation for requirements at the Geographical Combatant Command level; preparing USINDOPACOM FOGO leadership for briefing requirements to the Chairman of Joint Staff (CJCS) and the Office of the Secretary of Defense (OSD). 
  8. Provide functional area and subject matter expertise related to counter terrorism in the development of all USINDOPACOM Concept/Operational Planning, Planning Orders, Alert Orders, Execute Orders, Concept of Operations target development, and must be capable of enabling the Military Decision Making Process (MDMP), Mission Analysis Joint Working Groups, and the Joint Effects Validation Board (JEVB).

Minimum Requirements
  • Must have a Bachelor’s degree.
  • At least 10 years’ experience supporting the DoD.
  • At least 5 years’ experience in military operations.
  • At least 3 years’ experience working in military plans.
  • At least 5 years’ experience in the USINDOPACOM AOR.
  • At least 3 years’ experience on a senior military staff office (Service HQ, Combatant Command, Sub-Unified Command, OSD, JS).
  • Experience in operational and/or strategic levels of DoD planning and/or execution.
  • Experience conducting research on a range of topics and functional areas.
  • Excellent oral and written communication skills.
  • Proficient at authoring analytical or policy documents.
  • Proficient at Microsoft Office applications (Word, Excel, PowerPoint).
  • Due to the nature of the work, must be a U.S. citizen.
  • Must have an active Top Secret security clearance with SCI eligibility.
    • The candidate may require access to Special Technical Operations (STO), Additional Compensatory Control Measure (ACCM), and Special Access Program (SAP) materials that require a polygraph.

Preferred Qualifications
  • Master's Degree from an accredited college or university or Graduation from a military command and staff college.
  • 10 or more years of experience in military operations.
