AECOM has an opportunity for a highly qualified Senior Network Engineer to provide operational knowledge and support to USINDOPACOM for network architecture design, implementation and training. This position will be located at Camp H.M. Smith, HI.
Background: USINDOPACOM requires agile and innovative services tailored to address the Chairman of the Joint Chiefs of Staff and INDOPACOM Commander’s requirement to expand Counter Terrorism information sharing with partner nations throughout the Indo-Pacific. The demands associated with a global threat and a dynamic geo-political security environment requires that strategic and operational partners are properly postured to meet mission critical requirements. This project will support various innovation and experimentation efforts to design and develop a multilateral Counter-Terrorism Information Facility (CTIF) located in Singapore.
The Network Engineer shall assist in planning, implementing and optimizing an extensive range of network technologies, software applications and tools across multiple enclaves that will enable the multi-lateral CTIF.  The candidate for this position must be knowledgeable on DoD networks as well as open architecture design and integration.
The Network Engineer will perform the following specific tasks:
  1. Assist INDOPACOM in analyzing mission needs statements, requirements concepts, integration and interoperability of selected technologies, systems, services, standards, and combinations thereof in order to identify and provide potential design/TTP changes to enhance operational effectiveness and efficiency benefits of the CTIF network architecture.
  2. Assist the project lead with network architecture design, planning, improvements and upgrades for the CTIF network architecture. Assist government personnel with execution of the supporting network architecture for the CTIF while providing documentation to assist in maintaining continuity.
  3. Identify requirements for network routers, switches, firewalls, Video Teleconferencing (VTC)-specialized equipment, and all related network devices on operational networks. Use /modify the backup configuration from backup server as a template.
  4. Identify policy and technical requirements for integration of the CTIF network with multi-national and DoD stakeholders and their desired operational networks to include network security requirements and potential vulnerabilities.
  5. Work in conjunction with designated government personnel to configure/re-configure new and existing applications to capture necessary network data.
  6. Assist with the testing of devices and identify the potential problem areas. Identify courses of action for mitigation or remediation and assist with training appropriate personnel to address.
  7. Identify requirements for network hardware, printer, server, and software that support the operational construct of the CTIF and recommend products and services within the Local Area Network (LAN) and Wide Area Network (WAN) data, telephony, and Video Teleconference (VTC) environments required. 
  8. Create and maintain architectural and topographical diagrams featuring both high and low level detail to aid and assist in troubleshooting and continuity of the network.
  9. Develop and maintain Standard Operating Procedures (SOPs) to assist in the initial setup of devices and also to help in the troubleshooting, reconfiguration, operations and maintenance of devices.
  10. Assist INDOPACOM and multi-national partners by providing analysis and recommendations on both material and non-material solutions, to include briefings, exercises, war games, assessments, and recommendations. 
  11. Develop written products such as talking points, information papers, and oral presentations for Command leadership.

Minimum Requirements
  • At least ten (10) years of experience in the DoD in a related field.
  • At least five (5) years working in the INDOPACOM AOR.
  • Experience working military IT networks.
  • Experience with network architecture design and integration of multiple software and hardware solutions in support of military operations.
  • Excellent oral and written communication skills.
  • Proficiency in MS Office Applications (Outlook, Word, PowerPoint, and Excel).
  • International travel will be required for this position.
  • Due to the nature of the work, must be a U.S. citizen.
  • Must have an active Secret security clearance.

Preferred Qualifications
  • TOP SECRET security clearance with SCI eligibility
  • Knowledge of USINDOPACOM Headquarters structure, processes, plans and strategy.
  • Knowledge of SOCPAC operations and IT networks.
  • Knowledge of Intelligence systems, tools and software.
