Job Summary
AECOM has an opportunity for a highly qualified Senior Operations Research Analyst to provide operations research analysis, planning, and general programmatic coordination for NASIC support to USINDOPACOM Strategic Coordination Cell (SC2). This position is located at Camp H.M. Smith, Hawaii.
 
This is a contingent position.

Background: USINDOPACOM requested NASIC provide support locally to integrate the efforts of the NASIC established SC2 (NSC2) at WPAFB, OH with requirements identified by the INDOPACOM J2, J3, J5 and J8. This position will ensure NSC2 analytic priorities are aligned with INDOPACOM established analytic priorities.
 
This position will support numerous INDOPACOM SC2 priorities by providing innovative analysis to address warfighter mission needs.  The output of this support is directly related to USINDOPACOM operations, cyber operations, electronic operations, operational resiliency, sensors, aircraft, surface vessels, subsurface vessels, and other capabilities. The candidate for this position will provide in-depth, cross-domain analysis to identify gaps in capabilities as they relate to the INDOPACOM AOR and specific threats.
 
The Senior Operations Research Analyst will perform the following specific tasks:
 
  1. Assist INDOPACOM SC2 and Service Components by providing analysis and recommending both material and non-material solutions, to include briefings, exercises, war games, assessments, and recommendations.
  2. Evaluate multi-source intelligence and provide strategic, operational, tactical and technical analysis, strategy assessments, and if needed, assist in net assessment.
  3. Assist SC2 and Services in analyzing mission needs statements, requirements concepts, integration and interoperability of selected technologies, systems, services, standards, and combinations thereof in order to identify and work with programs on potential design/TTP changes to enhance operational effectiveness and efficiency benefits.
  4. Develop written products such as talking points, information papers, and oral presentations for Command leadership.
  5. Assist with monitoring and reporting of all USINDOPACOM SC2 related activities.
  6. Develop intelligence studies as needed.

Minimum Requirements
  • Must have a Bachelor's degree in Operations Research or other related field.
  • At least ten (10) years of experience in the DoD in a related field.
  • At least ten (10) years working in the INDOPACOM AOR.
  • At least five (5) years’ experience conducting research, analysis and assessments.
  • Must have experience in statistical analysis.
  • Must have experience working military plans and/or operations.
  • Excellent oral and written communication skills.
  • Proficiency in MS Office Applications (Outlook, Word, PowerPoint, and Excel).
  • Due to the nature of the work, must be a U.S. citizen.
  • Must have an active Top Secret clearance with SCI eligibility as well as multiple CAP and if needed, SAP accesses.
    • The candidate may be required to complete a polygraph.


Preferred Qualifications
  • Master's degree
  • Graduate of Service Command and Staff College
  • Graduate of Joint PME
  • Knowledge of USINDOPACOM Headquarters structure, processes, plans and strategy.
