Administers and directs the activities of the City's multi-modal public and privatized transportation programs.  This includes direct administrative oversight of rapid transit assets, operations, safety, security, contract compliance, and maintenance activities across all departmental divisions; may perform other related duties as required.

Special Working Conditions: May be required to work overtime, nights, and weekends to carry out the responsibilities of this position.  Work may involve exposure to hazards and safety issues while conducting inspections at transit facilities or at incident sites.

 Minimum Qualification Requirements:
EDUCATION REQUIREMENT:
Equivalent to graduation from an accredited college or university with major work in planning, engineering, architecture, public administration, business administration, or related field of study.

EXPERIENCE REQUIREMENT:
Ten years of responsible managerial and supervisory experience in a large public transit organization.*  Three years of the required experience must have been at a senior-management/executive level.
 
* In order to be qualifying, the overall managerial experience and span of control in the public transit organization must have minimally involved bus and rail, and ideally, ADA complementary para-transit services, and other transportation modes.

EMPLOYMENT SUITABILITY:
To determine the selectee's employment suitability for the position of Director of Rapid Transit, the Department of Human Resources will review criminal convictions, dismissals from employment, and separations from military service under other than honorable conditions.
 
FINGERPRINTING REQUIREMENT: This position will have access to the Joint Traffic Management Center (JTMC). Any employee with unescorted access to secured areas and equipment within the JTMC requires a fingerprint-based criminal history record check. Therefore, the selectee will be required to be fingerprinted as part of their employment suitability review. The Department of Human Resources will review fingerprint-based state and national criminal history record information from the Hawaii Criminal Justice Data Center and the Federal Bureau of Investigation.  In addition incumbent must be willing and able to obtain and maintain a Homeland Security Secret Clearance after hire should it become necessary to carry out the duties and responsibilities of this position.
