Veterans Services Counselor II - $3,774 (SR 18, Step C)
Veterans Services Counselor III - $4,079 - $4,968 (SR 20, Step C to H)

Note: The starting monthly salary for vacancies in Step C, is at the minimum rate of pay. For vacancies at Step C to H, hiring rates will be based on availability of funds, the applicant's qualifications, and other relevant factors.

Duties Summary

Veterans Services Counselors provide information, counsel, advice and assistance to veterans, their families and dependents and to service members concerning services, assistance or benefits to which they are entitled by law or otherwise; directs and refers them to appropriate agencies for other services, assistance and benefits.

Level II positions perform a variety of veterans affairs counseling functions ranging from the simple to moderately complex; provides information, counsel, advice, and assistance to veterans, their families and dependents and to servicemen concerning services, assistance or benefits to which they are entitled by law or otherwise; directs and refers them to appropriate agencies for other services, assistance and benefits; and performs other duties as required.

Level III positions operates a comprehensive island-wide assistance program providing information, counsel, advice and assistance to veterans, their families and dependents and to service men concerning services, assistance, or benefits to which they are entitled by law or otherwise, also directs and refers them to appropriate agencies for services, assistance and benefits

Minimum Qualification Requirements

Applicants will be placed on the eligible list for ALL levels for which they are qualified.

To qualify, you must meet all of the following requirements:


Education: A bachelor's degree from an accredited college or university.

General Experience: One year of progressively responsible professional experience as an employment counselor, rehabilitation specialist, social worker, or other professional work experience assisting others with resolving their vocational, health, social, or other personal problems. Such experience must have provided knowledge of interviewing techniques, community resources and local agencies, groups and organizations providing services or benefits to the community it serves; and must have included providing services to veterans.

Specialized Experience:  No experience for Level II and for the Level III, one (1) year of progressively responsible professional work experience providing services to veterans and their beneficiaries which included the explanation, application, and interpretation of laws related to veterans benefits administered by the State of Hawaii, or the Veteran's Administration; and providing information on available State and/or federal benefits.

Driver's License: Applicants must possess a valid driver's license at the time of appointment.
