Why the job exists

Serve as the project manager for the initial outfitting, transition and activation of the new Schofield Barracks Behavioral Health/Dental/Physical Therapy Clinics at just under 74,000 gsf nic supporting the active duty and family member beneficiaries assigned to Schofield Barracks, HI.


Work involves a variety of the following duties:
  • Direct responsibility for management and execution of the initial outfitting and transition (also known as Activation) project.
  • Lead, supervise, and mentor VWI Project Team to include multiple partners and subcontractors.
  • Establish and maintain work processes.
  • Train personnel to perform IO&T functions and work as a team.
  • Create, analyze and maintain project baseline schedules and master integrated schedules based on building construction documents and input from project team.
  • Monitor schedule deviations and variances and assist in developing corrective actions.
  • Coordinate all activities with the various stakeholders of the project delivery team.
  • Maintain awareness of all aspects of project progress.
  • Forecast and prioritize efforts and identify resources to accomplish tasks.
  • Ensure invoicing and billing are accurate, synchronized and coordinated with the customer.
  • Participate and facilitate meetings and attend other associated project meetings as required.
  • Required to work independently with little supervision.
  • Provide pertinent information to the customer.
  • Provide guidance to the customer regarding overall schedule, other contractor’s impacts to the schedule and critical timelines/milestones.
  • Bachelor’s degree in architecture, engineering, or healthcare business/management; and have 5 years experience in managing relevant (governmental or non-governmental) outfitting and transition projects.
  • Have 3-years experience on relevant federal projects
  • Supervisory experience of 3-years or greater with the ability to manage an office of 10+ professionals.
  • Currently have or be able to successfully complete a Company and US Government security and background check.

  • Ability to work independently and with a team; and interact professionally with project managers, team leaders, and engineering staff in both a supervisory and subordinate role
  • Problem-solving skills and gathering relevant information to defined practical problems.
  • Knowledge of planning and execution principles related to transitioning from one facility to another (operational requirements as well as physical move)
  • Individuals must possess exceptional communication skills (organizational, verbal, and written) and interpersonal skills at multi-levels (end-user to leadership).
  • Proficient in computer software programs including Microsoft Word, Excel, PowerPoint, MS Project, Outlook and file sharing systems such as Sharepoint.
  • Strong oral communication to include proficiency in group presentations.
  • Strong organizational skills and ability to work on several projects or issues simultaneously.
  • Ability to directly interact and provide direction to sub-contractors.
  • Ability to attend to details (tactical) while keeping big-picture (strategic) goals in mind.
  • Fully capable of managing detailed tasks and apply critical thinking skills.
  • Capable of flexible working requirements to include adjustments in normal office hours as necessary to accomplish the project requirements.
  • Ability to perform under pressure at times and takes pride in understanding, meeting, and exceeding customer needs with an emphasis on producing high-quality documents and products.
  • Ability to produce, modify, update as needed and maintain multiple project plans, such as; Project Management Plan, Staff Mobilization Plan, Subcontract Management Plan, Risk Management Plan, Scope Management Plan, Quality Control Plan, HR Management Plan, etc.
